Cut peppers and onions into medium-sized cubes. Chop, garlic, ginger and chili. Boil the noodles according to the instructions on the package.
Prepare the sauce

To prepare the sauce, whisk together all the ingredients except the broth.
Fry minced meat with vegetables

Fry peppers and onions in hot oil for 2-3 minutes, add chili, garlic and ginger, fry for another minute. Add the minced meat and "break" it well with a wooden spatula, fry, stirring for another 3 minutes, then add peanuts and sauce, mix, cook for a few more minutes. After add the noodles, and mix.
