Preparation
Cut vegetables for garnish
First of all, cut the peppers and onions into cubes, garlic finely.
Fry vegetables for garnish
In a deep frying pan, heat the oil and fry the onion over medium heat until transparent and soft (5 minutes). Add pepper, garlic, ground chili, paprika and cumin, mix well and cook for 5 minutes, stirring occasionally. At the same time, put a pot of water to boil for rice.
Fry thawed minced meat in advance
Increase the heat and add the minced meat, fry it until golden brown, stirring constantly and breaking the lumps of minced meat.
Add water and fried ingredients to the stuffing
When the minced meat is completely fried, add broth (or water), tomatoes, tomato paste, marjoram, sugar, salt and pepper. Stir well and bring to a boil. Then reduce the heat, cover and cook for 20 minutes. Also pour boiled rice in boiling water.
Fry the tortilla
Add the washed beans, cover and simmer for another 10 minutes. At the same time, take the tortillas and fry them on the grill or pan without oil.
Serving food
Put boiled rice on a large plate, spread chili on top, serve with hot tortillas.
